Страны Юго-Восточной Азии выступают в качестве ключевых реципиентов японской ОПР, а Филиппины — одного из главных ее бенефициаров. Помощь оказывается в форме займов, предназначенных для инфраструктурных проектов, а также проектов социального развития, грантов и технической помощи, направленной на обучение персонала и укрепление бюрократических механизмов. В статье представлена попытка оценить эффективность ОПР Токио Маниле на основе выявленного ряда критериев, охватывающих политическую, экономическую и социальную сферу. Большинство заявленных инфраструктурных проектов было реализовано, и в настоящее время продолжается строительство в рамках долгосрочных планов. ОПР способствовала дипломатическому посредничеству в урегулировании конфликта в регионе Минданао. В XXI веке сформировалось положительное мнение филиппинского населения о партнере, что отражается как в японских опросах, так и филиппинских медиа, и Токио получает репутационные дивиденды. Секьюритизация некоторой доли помощи привела к усилению военно-технического сотрудничества, что соответствует национальным интересам партнеров. Манила теперь позиционируется не только как развивающаяся страна, нуждающаяся в помощи, но и стратегический партнер, способный внести вклад в обеспечение безопасности в Восточной Азии. Положительная динамика также проявилась в поддержке резолюций Токио в ГА ООН, значимость чего обусловлена фундаментальной целью Японии вхождения в Совет Безопасности в статусе постоянного члена. Точно так же Манила регулярно голосует в пользу принятия резолюций по северокорейскому вопросу, инициируемых Токио, что относится к числу японских стратегических интересов. Рост инвестиционной привлекательности Филиппин объясняется в том числе вкладом многолетней ОПР, что укрепляет перспективные рынки для японского бизнеса. Можно заключить, что опыт Японии в оказании помощи Филиппинам представляется достаточно успешным благодаря стратегическим усилиям Токио и налаженному двустороннему взаимодействию на высоком уровне.</p></abstract><trans-abstract xml:lang="en"><p>Official Development Assistance (ODA) has been one of Japan's key foreign policy tools for over 70 years. Southeast Asian countries are among the primary recipients of Japanese ODA, with the Philippines being one of its major beneficiaries. Assistance is provided in the form of loans for infrastructure projects and social development initiatives, grants, and technical support aimed at personnel training and strengthening bureaucratic mechanisms. This article attempts to assess the effectiveness of Tokyo's ODA to Manila based on a set of identified criteria covering the political, economic, and social aspects. Most of the declared infrastructure projects have been implemented, and construction continues under long-term plans. ODA has facilitated diplomatic mediation in resolving the conflict in the Mindanao region. In the 21st century, a positive perception of Japan has formed among the Filipino population, as reflected in both Japanese surveys and Philippine media, granting Tokyo reputational dividends. The securitization of a portion of aid has led to enhanced military-technical cooperation, aligning with the national interests of both partners. Manila is now positioned not only as a developing country in need of assistance, but also as a strategic partner capable of contributing to security in East Asia. Positive dynamics are also evident in the support for Tokyo's resolutions in the UN General Assembly, which holds significance given Japan's fundamental goal of securing a permanent seat on the Security Council. Similarly, Manila regularly votes in favor of adopting resolutions on the DPRK issue initiated by Tokyo, which is one of Japan's strategic interests. The increasing investment attractiveness of the Philippines is partly attributed to decades of ODA, which strengthens future markets for Japanese business.
