В статье раскрываются основные положения японского консульского права конца XIX - начала ХХ века. Подается характеристика содержания «Правил для японских имперских консулов» 1890 г. как первого консульского устава Японии. Основными источниками его формирования были уставы европейских стран и непосредственно собственный японский опыт деятельности консульских учреждений. Благодаря этому «Правила для японских имперских консулов» имели синкретичный характер. Он выражался в адаптации практики западных стран к местным условиям и конкретным целям деятельности учреждений. В результате в Японии была выработана особая система консульского права, которая имела значительные отличия от европейских международно-правовых норм.
The article describes the main provisions of Japanese consular law at the end of XIXth and the beginning of XXth centuries. It characterises the content of the "Rules for Japanese Consul" in 1890 as the first Japanese consular statute. The main sources of its formation were the statutes of European countries and direct experience of consular offices in Japan. Owing to these factors the “Rules for Japanese Consuls" had a syncretic character. It is conveyed in the adaptation of Western countries’ experience to local conditions and in specific objectives of activity of the institutions. As a result Japan has developed a specific system of consular law, which had significant difference from European international law.
